The Spring Statement: No New Taxes, But Don't Be Fooled - They're Still Coming
The Chancellor's Spring Statement brought some relief: no new tax hikes are on the horizon. But here's the catch: taxes are still set to rise, just not as dramatically as expected.
The reason? Measures already announced, though not yet in effect, will significantly impact the tax landscape. One such measure is fiscal drag, where tax thresholds are frozen, pulling more income into the taxman's pocket. This was extended until 2031, equivalent to a penny on the basic rate of income tax.
Tuesday's forecasts predict a further rise in the tax burden, reaching a historic high of 38% by 2031. And that's not all. These forecasts were made before the Iran attack and soaring energy prices, leaving economists uncertain about the future.
The Chancellor might face challenges in ending the fuel duty freeze at the next Budget, especially with higher inflation, interest rates, and potential growth setbacks. She could even breach her borrowing rules, which focus on investing rather than covering daily expenses.
The Office for Budget Responsibility (OBR) highlights other risks, including defense and health spending pressures. Their cautious approach means tax or spending changes might be necessary in the autumn Budget to balance the books.
Additionally, the Chancellor's spending plans for future years may be unrealistic. With slowing public spending growth, population growth, and inflation, some departments' budgets could be squeezed. Chancellors have historically used such plans to balance numbers, but pressure to increase spending, especially pre-election, could lead to tax hikes.
Productivity remains a concern. Public services like the NHS and courts are less efficient than pre-pandemic, and analysts question the government's improvement assumptions. This could mean billions more needed by the next election to maintain services.
So, while the Spring Statement offers temporary relief, the Chancellor's work is far from over. Taxpayers must remain vigilant as the future holds potential tax hikes and financial challenges.
